The European Organisation for Strategic Planning on direct assignment by Pollutec (Pollutec's document with Ref. No. 182 on 20th July 2004), organised a delegation of Local Self-government Actors from Greece, with the aim to visit and participate to the 2nd Exhibition & Conference POLLUTEC 2004, which was held from 31st October to 5th November 2004 in Shanghai - China with the following subjects:

- Risk & Risk Management

- Green cities

- Water processing

- Atmospheric pollution

- Protection of the atmosphere and the environment

- Noise pollution

- Recycling

- Equipments' maintenance

- Protection of the beaches

- Energy

- Multiple activities (communication, information on issues of studies, safety, financing)

- Financial mechanisms of Local Self-government Organisations

In the frames of the Conference, a ceremonial visit was made to the Municipality of Bangkok in Thailand from 5th to 7th November 2004. It was an international participation. To the exhibition there were 180 stands from 32 countries of the five continents, as well as representatives of international self-government actors, enterprises and organisations.

During the sojourn in Shanghai, visits were made to factories of waste, recycling, energy and biological cleaning. The presentation was made by specialised scientists. Furthermore, meetings were held and opinions were exchanged with Local Rulers.
