 Shelf - Administration of Southeast Europe

"Networking for Self-Administration in the countries of South-eastern Europe"

Purpose

The European Organisation for Strategic Planning and the Prefecture of Magnesia, acknowledging the huge importance and the special role of government agencies in the achievement of the European Integration, organises the International forum "Networking of the Self-Administration Organisations in the countries of South-eastern Europe" aiming at supporting and promoting networking and the best possible cooperation of the Self-Administration Organisations.

Through this cooperation, the Self-Administration Organisations of the countries of the South-eastern Europe and at the same time both the countries and the regions where they belong, are coming closer to the development framework set by the European Union and also achieve the joint study and the implementation of a common development and business planning, with better rate and effectiveness.

This Planning could concern matters of Central development, public works, national and international infrastructures, institutional interstate cooperation of Self-Administration Organisations and even the claiming and implementation of European Programmes.

These actions could be financed by important European programmes like the Operational Program of the European Union 2007-2013, opening the way to essential institutional changes through the networking of Self-Administration Organisations, as well as the elevation of the knowledge and innovation as basic development tools in the framework of the natural-cultural environment and the sustainability.

At the same time the above mentioned procedures favour and promote faster business cooperation, aiming at the best possible networking between the companies, the improvement of the quality through the enhanced treatment of knowledge and the total upgrading of the financial and commercial conditions of the wider region.

As normal, this wide cooperation will reinforce the existing convergences in matters of Culture and Education between the participating countries, developing at the same time the international touristic attendance between the districts and the patch regions.

Forum action plan - Dialog and negotiation framework

Central Planning:

- Actions and financing in the framework of the E.U. Operational program 2007-2013 on the South-eastern Europe

- Capabilities and perspectives of institutional arrangements between the states through Self-Administration Organization networking.

- Investment in innovating actions, on the sustainable development with the support of European programs.

Action structure:

1. Realization of common studies and maximization of the European fund organization and absorption through common and international actions.

2. Creation of united action groups from regions with common attributes and development objectives

3. Transboundary actions of Shelf-Administration Organizations aiming at the institutional modernization for their best possible collaboration and their financial interconnection

4. Modern investments of the Shelf-Administration Organizations, in the domains of research and innovation for the improvement of competitiveness of the local enterprises and of the overall regional product

5. Reinforcement of the sustainability on development and collaboration on the protection and the support of the natural and cultural environment through common actions as well as alternative usage of the experience and the know-how, through networking

6. Thorough study and analysis of the local particularities, for the reinforcement of employment and the improvement of the conditions of entrepreneurship practice. Actions for the increase of jobs through networking opportunities.
